Abstract
A phenomenological model is suggested for the penetration of fluid into ruptures in the cladding induced by the turbulent velocity fluctuations which are perpendicular to the cladding. The penetration probability is evaluated by chopping the spectra of turbulence and estimating the percentage of the eddies with permissible size. An estimation of the turbulence micro scale needed for that purpose is also given.
